BOOK REVIEW: Mr. Hornaday's War: How a Peculiar Victorian Zookeeper Waged a Lonely Crusade for Wildlife That Changed the World

William Temple Hornaday may have been a small man, but there was nothing diminutive about the naturalist?s ego, bravery, energy or ambition. Born a few years before the U.S. Civil War, the tenacious naturalist accomplished so much in his 82 years that Bechtel?s biography of him reads like larger-than-life fiction. Yet few will recognize Hornaday?s name.

He was almost solely responsible for bringing the American buffalo back from the brink of extinction and played a crucial role in saving Alaskan fur seals from a similar fate.

Beginning his career as a taxidermist, Hornaday would become a father of the American wildlife conservation movement. He not only developed plans for the National Zoo in Washington, D.C., but also collected its initial specimens and cared for them on the National Mall. Shortly afterward, he was ousted as zoo director ? only to be recruited to design and run the Bronx Zoo.

Hornaday proved especially indefatigable in a nearly six-decade-long war against the plunder of wildlife, instigating legal protections for many animals and pioneering captive breeding for endangered species. The irony: He was a crack shot who throughout his 20s traveled the world killing and collecting animals ? albeit in the name of science.

Bechtel doesn?t present Hornaday as a saint. But a full accounting of this complex man probably deserves a little deeper probing into events that seem to dirty Hornaday?s otherwise fairly white hat ? like his inability to understand the hullabaloo over his short-term display of a homeless pygmy in his zoo?s monkey house.

Student researchers explore prostate, breast cancer therapies ...

Four University of Houston students working at the UH Center for Nuclear Receptors and Cell Signaling have taken on research projects to explore different therapies for prostate and breast cancer.

Beating back the overly broad disease simply called cancer has been the stuff of dreams for researchers everywhere. Despite extensive research, the different forms of cancer and the complexity of treatments have made the discovery of an absolute cure difficult.

Jayantha Tennakoon, a graduate biology and biochemistry doctoral candidate, Hanah Do, an undergraduate biology major, Peter Tran, an undergraduate biochemistry major, and Eylem Aydogdu, a recent graduate who now holds a doctorate in biology and biochemistry, have taken up arms against the onslaught of these tumor-related afflictions.

Tennakoon focused his sights on prostate cancer while completing his research in Assistant Professor Daniel Frigo?s lab.

?I research prostate cancer because it is one of the leading causes of death among men throughout the world,? Tennakoon said.

For his research, he won an Outstanding Abstract Award from The Endocrine Society, which recognizes exceptional abstracts submitted for ENDO 2012.

?(I hope to) make original contributions to advance the field of prostate cancer research. Perhaps later, as an?independent scientist, (I can) apply the expertise I gain from this lab to address complex?problems in development and cancer.?

Tennakoon is happy to know his work has provided his field with valuable insight and possible solutions to fighting this disease, he said.

?The work done so far has provided a novel pathway which may be potentially (explored) through different strategies in the future to reduce the proliferative and survival potential of prostate cancer cells,? Tennakoon said.

Working with Tennakoon in Frigo?s lab are Do and Tran. Both received recognition for their individual works as they were selected for the 2012 Summer Undergraduate Research Fellowship.

?My research is about?maintaining a drug library of novel molecules and then determining the role and effects of these molecules in contributing to the initiation and development of prostate cancer,? Do said.

?This independent research experience and participation in SURF will provide me with a foundation needed for my senior honors thesis and my future studies in medicine.?

Tran focused his research on specific signaling pathway of an enzyme which is found in both prostate cancer and the human brain.

?While it is found from previous studies that a unique varient of this gene is exppressed in prostate cancer, it it is this unique varent or simply the presence of (the enzyme) that is contributing to the growth and migration of cancer,? Tran said.

?From watching NOVA on PBS as a little child to watching Mythbusters on the Discovery Channel today, I was always interested in the field of science, of how the human body worked.?

Lastly, there is Aydogdu, who became the first out of the 30 enrolled at the CNRCS to receive a doctorate this past spring semester. Her research is aimed at microRNA regulation in both mammary stem cells and breast cancer.

?We aim to answer some questions related to breast cancer by studying breast cancer stem cells and identifying the similarities and differences between cancer cell and stem cells,? Aydogdu said.

Her paper detailing her research was published in Carcinogenesis, a multi-disciplinary journal published by Oxford University Press that centers on cancer research.

Peter Ubertaccio: Scott Brown Must Rely on His Personal Appeal to Win in November

There are few political epithets in American politics more powerful than Massachusetts liberal. It declares that those who hail from the Bay State are an exotic breed of politician who have little in common with the values of the rest of America; a blue state standing apart from the sea of purple or red. And yet the actual politics of the state defy conventional wisdom and create greater shades of gray. It's in these areas that Scott Brown may well find the key to his re-election.

To be sure, Massachusetts politics tilts to the left. We were the first state to legalize same-sex marriage, the first to implement an individual mandate in health insurance, and a leader in progressive welfare policies. We also give Democratic candidates a very healthy margin of victory in presidential elections. And for many years we sent reliable liberals like Tip O'Neill and Ted Kennedy to Congress.

And yet we also defy the conventional wisdom in some key ways: our overall tax burden is lower than all the Northeastern states except for our anti-tax friends to the north, New Hampshire; we have the lowest divorce rate in the nation; the split between pro-choice and pro-life votes in the State Legislature is just about 50 percent, and, though overwhelming, the Democratic party is not uniformly liberal and a faction of it -- the so-called Reagan Democrats -- can provide an important voting block for conservative candidates.

Viewed from the outside, we might seem like an East Coast San Francisco. But for those who have paid attention closely to the nuances of the political culture from the inside, the state is much more a mixed bag and Scott Brown has paid close attention as he worked his way up the political ladder from Town Assessor to U.S. Senator.

Current polling puts this race in a statistical tie, ordinarily dangerous territory for an incumbent and challenger Elizabeth Warren's first-quarter fundraising haul of $6.9 million is nothing short of astonishing. But the numbers show a few areas of concern for Democratic leaders in the state. According to PPP, Brown has the support of "a fair share of Democratic voters, taking 17 percent of them to Warren's 72 percent, and he also wins independent voters by 12 points, 48-36." The difficulty for Brown is that he needs to win independent voters by an even greater percentage to overcome Warren's superiority with Democrats. And independent voters here lean Democratic. That 17 percent is not yet a cause for concern for Democratic leaders but it provides a start for the Republican senator.

Brown's campaign will focus on Reagan Democrats -- those conservative Democrats from urban, now suburban, areas of the state who gave Reagan two victories here and helped sustain the political careers of Republicans like former Gov. Paul Cellucci. Like Cellucci, Brown doesn't need to win certain urban areas but must hold Warren to a tight margin in cities like Brockton, Quincy, and Lowell and in suburban areas such as the so-called Cranberry Country, the southeastern region of the state home to our famed cranberry industry that is much more hospitable to Republican candidates.

How well is Brown doing on this score? There are few early hints.

First, Boston Mayor Tom Menino, the closest model in contemporary Massachusetts politics to a party boss, is bucking the trend among Democrats in the state and not rallying to the campaign of Elizabeth Warren. When asked if he'd vote for her, Menino answered, "When you vote it's a secret ballot." He refused to endorse Warren before the Massachusetts Democratic Convention and when she won an unprecedented 95.77 percent of the convention vote against her sole challenger, Menino still didn't fully commit to her candidacy. The next day the mayor was pictured with Scott Brown at the Dorchester Day Parade. The timing was coincidental but still symbolizes the fact that the Democratic coalition here is large and can be subject to fissures.

Menino can help tip a close statewide race by keeping his powder dry. In 1998, he kept another Democratic, gubernatorial nominee Scott Harshbarger, at arm's length and the Democrats lost by only 3 percent of the vote. A poll by the Boston Globe has only 51 percent of conservative or moderate Democrats favoring Brown's opponent. Former Boston Mayor Ray Flynn came out and endorsed Brown for a second time and has appeared with Brown in campaign ads. Brown will spend as much time with these folks as possible.

Second, Brown has finessed the potentially divisive issue of access to contraception by framing the issue as one of religious freedom. National Republicans appeared to lose control of the issue due to Rush Limbaugh's tirade on a female law student.

But Brown was consistent in his framing of the issue and invoked liberal icon Ted Kennedy's call for a conscious exemption, over the protests of members of the late senator's family and former staffers. Not long after the issue became a national cause c?l?bre, Scott Brown was endorsed by the liberal Republican Sen. Olympia Snowe, to come to the state to campaign for him and brushed aside any notion that Brown was anti-women in his politics. A recent poll by Western New England University showed that only 2 percent of Massachusetts voters listed abortion as the most important issue in the Senate race. None listed contraception. Seven percent listed health care.

Democrats will keep up the pressure on Brown on issues that can widen the gender gap that already exists. His recent vote against the Paycheck Fairness Act of 2012 will be used by the Warren camp to continue to line up independent women voters to the Democratic column.
Perhaps the biggest obstacle for Brown to overcome is turnout. With the state's former governor heading the Republican ticket in the fall, it is possible that the GOP might keep the Democratic ticket to a tighter margin than is typical here. Bob Dole lost the state by more than 30 points in 1996, making a Republican pick up in that year's Senate race nearly impossible. Even if Romney keeps the state within 15 points, Brown will have to convince a substantial number of Obama voters to simultaneously cast a ballot for him.

It's been done before: Massachusetts voters turned to George McGovern by nine points in 1972 while reelecting Republican Senator Ed Brooke by nearly 30 points. Ronald Reagan won Massachusetts by just under 3 percent in 1984 when John Kerry to the Senate for the first time, defeating his opponent by 10 points.

But Scott Brown faces a much more popular opponent in Elizabeth Warren than either Brooke or Kerry faced. He also faces a Democratic Party that has worked to perfect a get out the vote mechanism over the past few elections cycles that should be the envy of party organizations around the country.

The GOP team here can't match their efforts and thus Brown will have to rely on his personal appeal and those nuanced shades of gray to carry him to victory.

More Progress Made on Artificial Pancreas for Diabetes Patients

SUNDAY, June 10 (HealthDay News) -- Progress continues to be made on the development of an artificial pancreas, a device that would ease the burden of living with type 1 diabetes.

Several artificial pancreas research groups presented their latest findings Saturday at the American Diabetes Association annual meeting in Philadelphia, and the hope is that the makers of one or more of the devices will be seeking regulatory approval within the next five years.

"I'm cautiously optimistic," said Aaron Kowalski, assistant vice president for treatment therapies at the Juvenile Diabetes Research Foundation. "The FDA has really turned the corner and is moving much faster.... My hope is that in the next year or two, we'll see approvals on devices that can minimize [low blood sugar levels], and that's just the tip of the iceberg."

Type 1 diabetes is an autoimmune disease in which the body's immune system turns against healthy cells. In type 1 diabetes, the immune system attacks beta cells in the pancreas, effectively destroying the body's ability to produce the hormone insulin. Insulin helps metabolize carbohydrates from food and fuels the body's cells.

Type 1 diabetes can be managed with insulin injections or a pump that delivers insulin via a tiny catheter inserted under the skin every few days. The problem with both insulin-delivery techniques is that people have to estimate how much insulin they'll need based on the foods they eat and how much activity they will be doing.

Too much insulin can result in low blood sugar levels (hypoglycemia), which, in turn, can cause a person to pass out. Low blood sugar levels can even lead to death. Too little insulin leads to high blood sugar levels (hyperglycemia), which over time can cause serious complications, such as heart disease and kidney and eye problems.

An artificial pancreas, which sometimes is referred to as a closed-loop system because it doesn't require user input, could potentially solve those problems by taking over the decision-making process and applying sophisticated computer algorithms to decide how much insulin is needed at any given moment.

But developing such a device isn't as easy as it sounds.

First, the device has to be able to continuously detect patients' blood sugar levels and know whether the levels are trending up or down. There has to be a piece of the device that holds and delivers insulin. And there needs to be a way to deal with low blood sugar levels.

Someone with type 1 diabetes typically consumes food or a sugar-containing drink to counteract drops in blood sugar. Some devices will shut off and sound an alarm to alert the person to treat their low blood sugar.

At least one device in development contains not only insulin, but also a hormone called glucagon that can quickly raise blood sugar levels.

Researchers at Boston University, Harvard Medical School and Massachusetts General Hospital are developing the device. In addition to reporting on the latest in-hospital trials of their device, they presented a prototype that uses a continuous glucose monitor, an insulin pump that also will house the artificial pancreas software with a low-powered Bluetooth device, and an app designed for the iPhone 4S, said Edward Damiano, one of the device's developers.

"It's a totally pocket-sized device," said Damiano, associate professor of biomedical engineering at Boston University. Damiano, who will be wearing his team's version of the artificial pancreas for the presentation, said their device is the only one that truly is closed-loop because it includes both glucagon and insulin, allowing it to respond to both high and low blood sugar levels without user input.

Damiano said they soon will be filing paperwork for five-day in-hospital trials of their system. They also are planning two transitional studies for summer 2013 that will include campers at a diabetes camp and hospital personnel with type 1 diabetes. If all goes well, their hope is that they will be able to do a large-scale six-month outpatient trial by 2015, Damiano said.

Another research group, at the University of Virginia School of Medicine, is recruiting people for outpatient trials on an artificial pancreas device similar to the one Damiano's team is working on. Although this device also uses a smartphone to display the device's information, however, it contains only insulin, not glucagon.

Another device, called a Hypoglycemia-Hyperglycemia Minimizer, which was developed in a partnership with the Juvenile Diabetes Research Foundation and the insulin-pump maker Animas, was able to automatically predict increases and decreases in blood sugar levels. It also was able to change insulin delivery accordingly in a study that included 13 people between 24 and 57 years old with type 1 diabetes.

"The successful completion of this study using the [Hypoglycemia-Hyperglycemia Minimizer] system in a human clinical trial is a significant step forward in the development of an advanced first-generation artificial pancreas," Dr. Henry Anhalt, chief medical officer for Animas, said in a statement.

Kowalski is optimistic about the future development of an artificial pancreas.

"This gives me a lot of hope that we're really starting to roll to what could be full-blown product development," he said.

Kowalski said he believes the artificial pancreas likely will be approved in steps. "I don't think it will be one product, but an evolution," he said.

First, he said, will be a device designed to minimize the impact of severe low blood sugar. After that, it's likely that there will be a device to prevent low blood sugar from occurring in the first place.

"Each of these steps should be meaningful, make life easier and improve glucose control for people with type 1 diabetes," Kowalski said.

Why Are Chinese Consumers Crazy For Apple?









Chinese consumers are hungry for foreign brands but for Apple products, in particular, the demand is insatiable. What explains China?s love affair with Apple?

On January 13, Apple launched its latest smartphone?the iPhone 4S?in China. Hundreds of customers had queued overnight outside Apple?s flagship store in Shanlidu in Beijing. That morning, the store failed to open on schedule, and soon after, Apple officially announced that the company would suspend all iPhone 4S sales at its Beijing and Shanghai retail stores. The crowd exploded. Some even threw eggs at the store?s exterior.

Apple defended its actions saying they wanted to protect the safety of consumers and employees. Among the hundreds gathered outside were gangs of scalpers (resellers of products at a price higher than the established value) that had hired a large number of workers and students to stand in line for them. For scalpers, the immense popularity of the iPhone in China means profits of around 500 yuan [approx. US$80] for each resold new phone. They were well-organised: One gang had red ribbon wrapped around their arms; another wore yellow hats. Conflict between different gangs of scalpers erupted and the police were forced to intervene. To ensure safety and to control the situation, Apple decided to suspend all sales of the new iPhone.

What explains this Chinese craze for Apple? Some go so far as to describe Chinese consumers as disciples of an ?Apple Cult? and the late Steve Jobs as its leader. While this analogy is not very appropriate, it does figuratively highlight the irrationality of Chinese consumer attitudes towards Apple products. Apple has consistently managed to create a frenzy in China each time it launches a new product, unmatched elsewhere in the world. In fact, many buyers lining up at Apple stores around the world are from China itself?they just couldn?t wait for the new product to be launched later at home.

Some of the extreme demand may be attributed to Apple?s successful marketing strategy that intentionally caps supply thereby creating a thirst for the product. But this isn?t unlike Apple?s marketing strategy in other parts of the world. So what really differentiates the Chinese consumer? The fact that there is a large group of scalpers specialising in and profiting from Apple products, and that Chinese consumers are more than willing to pay a premium, begs the question.

What I see in China is a large group of consumers increasingly indulging in their thirst for and worship of luxury goods. It?s as if they?ve been brainwashed. Chinese consumers have become the world?s most ardent worshipers of luxury brands such as Louis Vuitton, Bentley, Cartier and Herm?s. They are willing to queue up around the world not only for Apple products but also for these other luxury products. In 2009, for instance, Chinese customers snapped up nearly a third of the luxury goods sold in the United Kingdom and 60 percent of luxury products sold in France.

As for Apple, a large number of ordinary Chinese consumers obviously consider the iPhone a luxury item although whether a price tag of about 5000 yuan [approx. US$800] is steep enough to be considered a luxury item is debatable. This mindset among the average Chinese consumer is understandable when you consider that an iPhone is the least expensive purchase that can bring them closer to experiencing high society, and is also most cost-effective in terms of satisfying vanity.

There will always be young people that advocate vanity and that are obsessed with fashion in every society, in every country, and across every generation. It?s not that big of a deal that China has the largest group of Apple fans or ?fetishists? in the world. In any case, an Apple fetish is no less holy than the worship of God or other idols if we ignore concepts such as hedonism or distorted social values. The ?fetishism? could be merely reflecting a reality: people are collectively turning themselves into Apple believers in a society where faith has been largely absent.

After Fran?ois Hollande?s victory in the last French presidential elections, Algerian flags have been seen in the Place de la Bastille. Not really surprising. Thousands of Algerians immigrate to France every year. An old French colony, Algeria is the second largest francophone country in the world. Although not an impressive number, approximately 50,000 people of Algerian origin reside in Canada today. The country is known for welcoming immigration, but you go a bit further and you discover that, differently for what is jokily said, they don?t beg people to live there, unless you fill in certain requirements. "Monsieur Lazhar" tells not only the story of an Algerian immigrant struggling to get political asylium in Canada, but the story of a multicutural and young country discovering its own identity and, consequently, its own limits and weaknesses. How many immigrants couldn?t repeat Alice?s words? "My school is beautiful. Maybe not the most beautiful, but it's mine. So...At first, when I started coming here, my mom kept saying how nice it was.Personally, I found it ok... But now, six years later, I also think it's really nice. Because it's mine. A big yard to play soccer and basketball, where parents drop their kids off in the morning. They take care of us, check to see if we have lice, how our teeth are, if we're aggressive or hyperactive. When Lazhar uses his wife?s stamp on assignments, he is taking Martine along with him.In the most majority of moves about teachers and students, the new teacher always brings a fresh air. Monsieur Lazhar, on the other hand, brings back the methods and rigor of old times, along, however, with a real passion for kids. Indirectly, the movie questions the modern teaching methods that include a constant parental intervention and that ultimately undermine the teacher-student relationship. Counting with an amazing leading actor and a great cast - if they made a remake of "My Girl', Sophie N?lisse just had to play Vada, due to her resemblance to that young Anna Chlumsky - "Monsieur Lazhar" perfectly balances fiction and reality, finding the accurate measure of drama required.

Avoiding Skin Cancer | Healthful Goddess








Staying safe during the summer is more than just drinking water. Skin cancers can be just as deadly as other cancerous conditions and are usually directly caused by the sun. If you are spending time in the sun, learn to protect your skin.

The skin is the largest organ in the body. It can develop cancerous lesions just like the other organs of the body. Many people don?t think about skin cancer as being serious or as being a problem, especially if they don?t know how to identify it.

Here are some tips to lower your skin cancer risk:

* Wear sunscreen ? The difference between sunscreen and sun block is that the sunscreen will allow only a small amount of radiation to enter the skin from the sun. Sun block doesn?t allow any radiation to come through and the danger of UVA and UVB rays. UVA rays penetrate deeper into the skin and can do more extensive damage. You should use an SPF 45 or higher.

* Wear hats ? Be sure it has a wide brim. Since most people avoid the eye area or the face altogether when applying sunscreen, a hat can protect the delicate skin on your face from aging and wrinkling.

* Drink lots of water ? Water keeps skin supple and hydrated during the summer. Healthier skin is better able to handle exposure to the sun.

* Use waterproof sunscreen at the beach ? Children love to frolic and play in the water, but all sunscreens are not waterproof. Use a waterproof brand and apply all over the body. Reapply every two hours for the duration of the time you spend in the water.

* Wear sunglasses ? They further protect the skin on your face and your eyes. Look for specs that have lenses treated for UVA and UVB radiation.

* Wear lightweight, light-colored clothing ? Even walking around in the sun when you are not on the beach can lead to skin damage to exposed areas. Wearing long-sleeved blouses or shirts and pants made of light material can keep you cool while also protecting you from harmful rays.

* Use make-up that performs double duty ? Most beauty products these days contains some level of SPF. If you wear foundation, lipstick, lip gloss and other make-up, look for products with added SPF for extra protection.

* Wear sun block when appropriate ? When outdoors in the sun, sun block can keep all rays from penetrating the skin. This is good for small children, babies, and the elderly.

As skin cancer becomes more and more of a concern, you can lower your risk with these helpful tips.

Instrument integration begins at Goddard on MMS spacecraft

ScienceDaily (June 9, 2012) ? The decks have arrived. Engineers working on NASA'S Magnetospheric Multiscale (MMS) mission have started integrating instruments on the first of four instrument decks in a newly fabricated cleanroom at Goddard Space Flight Center in Greenbelt, Md. The MMS mission consists of four identical spacecraft, and each instrument deck will have 25 sensors per spacecraft.

"This is the first time NASA has ever built four satellites near simultaneously like this," says Craig Tooley, project manager for MMS at Goddard. "It feels like we're planning a giant game of musical chairs to produce multiple copies of a spacecraft. One instrument deck might be 2/3 finished, while another one is 1/3 finished, and the same people will have to test a nearly complete deck one day, and install large components on another one another day."

MMS will fly the four spacecraft in formation to investigate how the sun's and Earth's magnetic fields connect and disconnect, explosively transferring energy from one to the other -- a process that occurs throughout the universe, known as magnetic reconnection.

By going into space to observe magnetic reconnection where it is happening, MMS will both study a fundamental physical process that occurs throughout the universe as well as observe one of the ultimate drivers of our space weather, which affects modern technological systems such as communications networks, GPS navigation, and electrical power grids.

Goddard manages the MMS mission and is building the spacecraft in-house on-site in a specially designed cleanroom. Dr. James L. Burch at Southwest Research Institute (SWRI) in San Antonio, Texas is the principal investigator for the MMS science investigation. SWRI oversees the entire MMS instrument suite for NASA, with various instruments being built at other institutions, including the Fast Plasma Instrument, which is being built at Goddard.

Analysis: Who will be India's president? This time, it matters

NEW DELHI (Reuters) - Pratibha Patil wakes to the sound of trumpets and horse-backed riders in the cobbled courtyard of her magnificent palace in New Delhi, she walks on a treadmill, prays at her private temple and prepares for a long, hollow day.

That's how it has been for Patil and her 11 predecessors as president of India: a grand office and an opulent home with liveried attendants, but almost no power.

But that might change when Patil leaves office in July and a new president is elected for the next five years.

For the first time since India became independent 65 years ago, it may have a president with political clout.

That power will flow from a prerogative that effectively gives the president a casting vote when no one political party has a clear mandate to rule - the likely outcome of the next national elections due by 2014.

A politically driven president - and the leading contender for the job, current Finance Minister Pranab Mukherjee, is certainly that - could also take advantage of India's vaguely worded constitution to influence legislation in a parliament splintered by many parties and alliances.

He could also use his power to dissolve an impossibly fractured parliament, and delay or even scupper legislation by withholding the required presidential assent.

"The role of the president will be critical after the next general elections," wrote M.J. Akbar, a former Congress party lawmaker, in the India Today weekly. "In theory, a president is above politics; in practice, he is what he chooses to be."

'HUNG PARLIAMENT' AHEAD

The Indian constitution recognizes the president as head of state but stipulates that real executive power sits with the prime minister and his ministers. Where the president does have a say, however, is on the appointment of the prime minister.

Sonia Gandhi's Congress Party, which leads today's coalition government, has seen its popularity crumble after a run of corruption scandals and scant progress in taming inflation, while the main opposition Bharatiya Janata Party (BJP) is riven by squabbling leaders and hardly more ready for an election.

Unless there is a radical change in the fortunes of one of these two national parties, the next general election should yield a 'hung parliament' and both will scramble to prove to the president that - with coalition partners - they command a majority of seats in parliament and therefore the right to rule.

Both might fail to cobble together required numbers for a parliamentary majority, leaving the way open for a fragile rainbow coalition - a so-called "Third Front" - to claim power.

The constitution is silent on who the president should appoint in such cases: the party with the most parliamentary seats or the alliance with the most credible claim that it has a workable coalition?

In effect, it may be down to the judgment - and perhaps political preference - of the president to name the prime minister.

CONSTITUTIONAL AMBIGUITY

Framed in 1949 after the Westminster model, India's constitution made the president a ceremonial head like the queen in Britain. However, the authors omitted to mention whether that model should be strictly followed, leaving it ambiguous.

"This is a role that has been governed by convention rather than norm," said K.K. Venugopal, a constitutional expert.

The Supreme Court has ruled that the president is not a mere figurehead but a moral authority who may stay in touch with the prime minister on matters of national importance and policy.

So, without ever becoming a parallel political centre of power, the president can choose to influence the government - though few have chosen to flex their muscles and indeed most have been happy to play a passive, ceremonial role.

Zail Singh, a president during the 1980s, contemplated dismissing the government led by Sonia Gandhi's husband, Rajiv Gandhi, after it became embroiled in a massive defense procurement scandal - but he didn't.

"The problem is, some presidents have allowed brow-beating by governments," said B.G. Verghese of the Centre for Policy Research think tank.

There have been some precedent-setting presidents, however.

In 1999, following an inconclusive general election, Sonia Gandhi stood amid camera flashlights in the sweltering forecourt of the president's palace and announced that Congress and its allied parties together had 272 seats in the 545-strong lower house of parliament, enough to form a government.

Then-president K.R. Narayanan was not convinced by her claim and allowed the BJP to form the government, which subsequently fell after a key ally pulled out of its coalition.

His predecessor, former Congressman Shankar Dayal Sharma, also exercised his discretionary powers, choosing the BJP over its rival after inconclusive elections in 1996.

BACKROOM POWER BROKER

Finance Minister Mukherjee, who now appears to have accepted that he will never fulfill his ambition to become prime minister, has his sights set on the presidency. Breaking with a tradition of meekly waiting to be asked to take the role, he has made his new goal abundantly clear, telling an Indian newspaper that he loves the lawns of the President's Palace.

However, he is unlikely to be content sauntering through rose gardens and banqueting with royalty on trips abroad.

Although 76, he is still one of India's most influential and politically astute leaders. Adept at backroom broking between Congress, its mercurial coalition allies and opposition parties, it is unlikely that a President Mukherjee would follow in the footsteps of his more passive predecessors.

His negotiating skills could be useful if there are several groups claiming the right to rule after the next election. But Congress leaders are calculating that, as a stalwart of the party for decades, Mukherjee would lean their way.

If Congress does win the mandate to form a government, Sonia Gandhi's son, Rahul, will probably become prime minister.

"It would be naive for the Congress to not want a political president at such trying times," said a Congress leader who asked not to be named amid the behind-the-scenes jockeying for what could be a king-maker presidency.

Historically, the country's political parties have tended to agree on a candidate ahead of the election, which means they have stood virtually uncontested in the proportional representation vote by parliament members and state lawmakers.

There are still several horses in the race - among them the current vice-president, retired diplomat Hamid Ansari, and Patil's predecessor, rocket scientist A.P.J. Abdul Kalam. Patil could even be nominated for a second term. But political sources say Mukherjee has emerged as the front-runner.

Sonia Gandhi is expected to announce her nominee for the 13th president of India soon.

There have been doubts that she will endorse Mukherjee, who is seen as a Congress party man but not a Sonia Gandhi man. Party insiders say she has never wholly trusted him since his alleged bid to become prime minister following the assassination of her mother-in-law, Indira Gandhi, in 1984.

She may be left with no choice, however, as Mukherjee is emerging as perhaps the only candidate who would be acceptable across the country's many party lines.
