Alums Noble and Germain: Communications Pioneers

The University of Connecticut has produced more than a few ?household names? in the sciences, engineering and innovation arenas, many of them visionaries whose contributions underpin today?s leading technologies.

One of the University?s most renowned graduates is Daniel E. Noble (?29), who is widely regarded as a pioneer in mobile communications and semiconductors.

Dr. Noble, a native of Naugatuck, CT and a radio enthusiast, earned his bachelor?s degree in electrical engineering at what was then called the Connecticut State College (now UConn). He also earned his doctoral degree from the Massachusetts Institute of Technology and then returned to teach at UConn? (1924 -1940) before building a long and distinguished career at Motorola.

While at UConn, he designed, built and operated the college radio station and developed expertise in the area of FM, or frequency modulation, the technology used in mobile radios. Impressed with his work in Storrs, two Hartford radio stations sought him out and asked him to build relay stations for them. For one of the stations, Dr. Noble built one of the first FM broadcast stations.? This expertise attracted the attention of law enforcement agencies eager for better communications devices in squad cars.? Working with the Connecticut State Police, Dr. Noble developed the nation?s first two-way radio state police communications system.

This remarkable achievement also drew the attention of Paul Galvin, founder of the Galvin Manufacturing Corp., which later became Motorola Corporation.? Mr. Galvin recruited Dr. Noble in 1940 to serve as Director of Research at the Chicago manufacturing company.? Among his first challenges was to design commercial FM two-way radios for police and the U.S. Signal Corps. He also oversaw development of the Army?s SCR-300 FM Walkie-Talkie. Besides conducting groundbreaking work in field of radio communications, Motorola credits Dr. Noble with recognizing the significance of the transistor?s potential soon after it was invented in the late 1940s.

Another UConn engineering alumnus, Jack Germain, was blessed with the good fortune to work with Dr. Noble at Motorola during those heady times.? Like many of his generation, Mr. Germain was a World War II vet who took advantage of the GI Bill to earn his B.S. in electrical engineering at UConn in 1950. ?After earning his degree, he went to work immediately at Motorola as a junior engineer.? It was a time of global uncertainty.? The USSR had tested its first atomic bomb, the Korean conflict had begun, and the U.S. was still investing heavily in the manufacture of military aircraft, ships and bombs.

Emergence of the Twin V Line & Transistors

At Motorola, he was immersed in an exciting, fast-paced world of innovative ideas and opportunities.? Successive promotions landed him in the role of Chief Engineer overseeing the efforts of 3,000 engineers on a variety of transistor-less mobile radio products alongside Dr. Noble.? Mr. Germain recalls, ?When I first went to work in the early 1950?s, the auto industry was working on converting vehicle electrical systems from the original 6 volt systems to 12 volt systems.? So we had to design a radio that would work in either 6 or 12 volt cars. This was my first complex challenge and out of it came a radio system we called the Twin V line which would work in a either case with no adjustments.?

The industry was abruptly transformed by the advent of the transistor and other semi-conductors ? compact, reliable, economic and capable of a myriad of functions.? ?Up until that point,? recalls Mr. Germain, ?we had no device that would work directly off a battery.? With the invention of the transistor, we could build a transmitter and a receiver tied directly to a battery.? This setup offered significant advances in features, not the least of which was an enormous leap in reliability.? New, more capable solid state products soon followed.?

Transistors not only changed radio communications, they also laid the groundwork for today?s computers by offering an alternative to bulky vacuum tubes. In 1949, Dr. Noble established a Motorola research facility in Phoenix to carry out research on solid state electronics. The facility eventually established Motorola?s leading role in the semiconductor business.

The Dan Noble Legacy

Dr. Noble was awarded nine patents and numerous honors, including election to the National Academy of Engineering (1968) for his ?leadership in the development of a wide variety of electronic devices and systems.?? In addition, he was elected a Life Fellow of the IEEE and the Franklin Institute, was presented the WEMA Medal of Achievement, the Franklin Institute?s Stuart Ballantine Medal, the University of Connecticut Engineering Alumni Plaque, and the IEEE Edison Medal (1978).

During his distinguished career, Dr. Noble held many top positions at Motorola, including Director of Research; General Manager of the Communications Division; Vice President and Director of Motorola, Inc.; Vice President and Director in charge of the Communications Division; Group Executive Vice President and Vice Chairman of the Board and Chief Technical Officer of the Corporation. He retired from Motorola in 1970 but served as Chair of the Science Advisory Board.

Dr. Noble died in 1980. In his honor, Motorola established the Dan Noble Fellow award, the company?s highest honorary award to a technologist. It recognizes outstanding technical creativity, innovative ability and productive achievements.

Six Sigma Transforms Quality

That same year, Mr. Germain was named Motorola?s first Senior Vice President of Quality and went on to oversee the company?s development and deployment of yet another revolutionary concept, the Six Sigma system. Continuous improvement in customer satisfaction and Motorola?s business success became the standard.? So, in 1981, the company committed to increasing the quality of its products and services by an ambitious five-fold in just five years.

Mr. Germain notes proudly that the company achieved its aims in just a few years, laying the foundation for the Six Sigma culture. To achieve Six Sigma, Motorola set a target of no more than 3.4 defects per million for every important aspect of the company.? Under Mr. Germain?s leadership, the company achieved major breakthroughs in such areas as engineering, manufacturing, finance and distribution resulting in Motorola earning the first-ever Malcolm Baldridge National Quality Award, established by the Reagan Administration in 1988. The company?s leadership in establishing measurable, rigorous quality standards led to over 75 quality lectures presented by Motorola personnel before audiences of over 110.

Another important success, achieved while Mr. Germain was Assistant General Manager of the company?s Communication Sector, was its entry into the previously impenetrable Japanese telecommunications market.? Mr. Germain notes that ?Japan had a lot rules that made it difficult to do business.? I was placed in charge of a program to break into the potentially lucrative paging market.? Mr. Germain wrote a letter to a high-ranking Nipon Telegraph and Telephone (NTT) official stating that Motorola was interested in selling NTT its popular pagers.? The letter produced an invitation to visit and with the help of innovative product development, the U.S. Embassy in Japan, Motorola?s Washington office and the U.S. State Department, the stage was set for NTT to buy Motorola equipment ? marking an important new era in U.S./Japan collaboration.? ?This success confirmed the use of techniques that were later embodied in the Six Sigma program,? remarks Mr. Germain.

Mr. Germain was involved in another important development: the rise of cellular radio. He led a team that installed a comprehensive cell radio system in Washington, D.C. and developed demonstration projects to prove the feasibility of cellular radio.

After retiring in 1988, Mr. Germain consulted to numerous major companies and one top university, Purdue, that sought his assistance in implementing the Six Sigma model. He notes that three of those businesses went on to win the Malcolm Baldridge award.

As a training ground for inventive, dedicated engineers, UConn has produced many world-class individuals, not least Dan Noble and Jack Germain, two electrical engineers whose technological legacies and contributions at Motorola will surely stand the test of time.

FLY HIGH!: CECILIA LATELLA ABOUT RICHARD III - INTERVIEW ...

Cecilia Latella is my guest today to talk about her interest in Richard III and ?about her comic book dedicated to him, The Boar?(Read my review HERE)

Cecilia Latella was born in Naples in 1981. She has always loved stories of heroes and knights, so that her first comic, drew when she was in elementary school, was a short version of the Odyssey. While at university she has outlined 948 pages of a fantasy saga entitled Asanor. After her PhD in Comparative Literatures, she has returned to comics, writing and drawing The Boar, a biography of Richard III, that was self-published and presented in Lucca '09. In 2010, she was selected by Craig Thompson for a graphic novels residency that took place at the Atlantic Center for the Arts, Florida. She is currently working as art director for the MAD Entertainment animation studio and is continuing to draw comics for a series of indipendent writers.

Where does your interest in Richard III and the Ricardian cause come from? A book, a movie, a college course? The first time I met the figure of Richard III was in the comic book adaptation of The Black Arrow by Gianni De Luca. I was 13 at the time. In it, as in Stevenson?s novel, Richard is described as a young captain, ruthless but at the same time following his own code of honour. Plus, he is superbly drawn (De Luca was and is one of my favourite artists). I was hooked in particular by the last scene, in which he regrets not being able to enjoy a normal, happy life. After that, I started looking for more stories featuring Richard III. Which was the book /film/play that made the difference for you? I?d lie if I didn?t admit that Shakespeare?s Richard III was a major factor of my fascination. I read it after The Black Arrow and it was a blast. I fell in love with Richard?s way with words, his wit and his black humour. I?ve always been fascinated by ambiguous characters, and Richard was the peak of charming villains. Then I found, by chance, an abridged version of Jean Plaidy?s The Reluctant Queen, and as easily as I was hit by Richard as villain, I accepted his version
as the saviour of Lady Anne from the kitchens. Then, I was able to read A.J. Pollard?s Richard III and the Princes in the Tower, which was the first academic work I read in English, and the first serious biography I could consult. It took me three months to finish it, but I learnt so much from it that it was totally worth the effort. What do you think of Shakespeare?s ?historical play dedicated to Richard III and picturing him as the icon of the wicked tyrant? Shakespeare?s play is an absolute masterpiece, featuring the strongest Shakesperean villain after Iago. Both Iago and Richard are masters of lies, and I adore them for that ? they are pure material for the stage, a blessing for every good actor. I?ve read the play I don?t know how many times, and I?ve seen it on stage some five or six times. Demonizing Shakespeare is useless ? the only precaution needed is to stress how the events depicted are far from historical records. You decided to draw, write and publish a comic book dedicated to a different image of Richard III, The Boar. Can you tell us something about it? In June 2008, I was finally able to afford the Ricardian tour organised by the American branch of the Richard III Society. We toured Ricardian places for two weeks, from York to Fotheringay, from Middleham to Bosworth Field. During the long hours in the minivan, I started doodling little scenes featuring Richard in my sketchbook. The other travellers and I were discussing aspects of Richard?s life, such as his relationships with Warwick and with Lady Anne, and in my doodles I wrote my own version of such aspects. Little by little, the various scenes took the shape of a complete tale, retelling of Richard?s life from his point of view.

I had already drawn Richard repeatedly over the years, but never so extensively. The most surprising thing, thinking about it four years later, is how spontaneously it began. I wasn?t planning at all drawing a long comic at the time, and then after that travel I continued working on it for one year.?

Your story focuses especially on Richard?s love for ?his future wife and queen, Anne Neville. ?Do you really think they married for love? Ten years ago, I would have probably answered ?yes?. Now, if I were speaking in front of an audience, I?d say, more prudently, that it was a convenient marriage for the both of them. It?s impossible to determine whether they were in love at the time of their marriage, but they seem at least to have created an honest bond after it. There are no rumors of Richard having an affair elsewhere, and by any means it looks like it was a good marriage. As for many things about Richard?s life, the truth can easily be turned upside-down. Anne?s fortune is too much a tempting argument not to cause suspicion. But at the same time it?s possible that they had fancied each other while at Middleham. Maybe interest and affection interweave here. What features of? Dickon?s personality are you most fascinated by? We know so little about Richard?s personality, perhaps every Ricardian invents their own version. I?d say his scrupulosity and sense of responsibility as a ruler. At the same time, I?m fascinated by the man who tries to struggle with the death of his heir, of his wife, and the probably collapse of his kingdom. He is an example of resistance against adversity. In this case, I?m drawn in by the loneliness, the sadness, the sense of impending fate. In the end, whether you consider him a brave knight or a vile usurper, he comes up as a tragic figure. Which hypothesis do you feel is the closest to the truth among the ones suggested for the killing of the Princes in the Tower, king Richard?s nephews? I really have no clear ideas on this matter, apart from being convinced that it wasn?t in Richard III?s immediate interest to have them killed. Therefore, I switch from theory to theory, according on how persuasive is the speaker. For many years I?ve believed Henry VII to be the executioner, then I?ve moved back to Buckingham. I also tend to support the theory that they didn?t die at the same moment ? maybe one of them died while trying to escape, while the other survived. Have you heard of the BBC?s? intention to produce a series set in the years of? the War of the Roses and telling the story of the cousins? wars? from the female protagonsts? point? of view and based on Philippa Gregory?s novels?? No, I didn?t know about it. By Philippa Gregory I?ve only read The White Queen. It is an easy reading (I finished it during a train trip) and not particularly satisfying on many levels, but it does present an intriguing Richard III. In particular, there?s an compelling scene with Elizabeth of York. It would be interesting to see it on screen. And what about ?the project proposed by British actor Richard Armitage who has more than once expressed interest in developing a major film/television project that is envisioned as a prequel to The Tudors??

I have been waiting for news about this project for many years now, since I firstly read about it in an article on the Ricardian Bullettin. It would be a dream to see Armitage play Richard III (he has just the right nose!). Let?s just hope that it doesn?t remain a dream, but becomes real. Isn?t it good that so many people are passionately trying to to revise this king?s negative and ill-deserved image in popular culture and pay tribute to his legacy? Yeah, it?s great. But there?s still much to be done, in particular outside the UK. Almost every enciclopaedia I?ve consulted, apart from wikipedia, continues to refer to Richard as the murderer of the Princes. I would like to see more nuanced descriptions, such as ?The fate of the Princes is still uncertain.? Which reads would you suggest to a newbie who wants to discover more about Richard III and his story? Uhm, probably Josephine Tey?s Daughter of Time is still a good introduction to the matter. Then Sharon Kay Penman?s The Sunne in Splendour, but I admit having never read it as a whole (I skipped almost all the first half). There?s a play that I adore, Richard and Anne by Maxwell Anderson, which unfortunately isn?t as known as it deserves. As for non-fiction, I?d suggest Good King Richard? by Jeremy Potter and the aforementioned biography by A.J. Pollard. Annette Carson?s Richard III: The Maligned King is a magnificent analisys of theories, but it?s for an already competent reader. And of course my comic, The Boar? ;-)

Obama says no quick fixes to energy squeeze, derides Republican drilling plan as a gimmick

WASHINGTON - President Barack Obama says there is no easy answer to the problem of rising energy prices, dismissing Republican plans to address the problem as little more than gimmicks.

"We know there's no silver bullet that will bring down gas prices or reduce our dependence on foreign oil overnight," Obama said Saturday in his weekly radio and Internet address. "But what we can do is get our priorities straight and make a sustained, serious effort to tackle this problem."

Oil prices are approaching last year's highs as tensions increase over Iran's nuclear program. The rise pushed gasoline prices Friday to record highs for this time of year. A spike in gas prices is normal in spring, but it came earlier than usual this year in large part because of world fears that the growing confrontation with Iran will crimp oil supplies. Iran is the world's third-largest crude supplier.

Rising oil prices weigh on the economy, pushing leisure and business travel costs higher. Analysts say gasoline will climb as high as $4.25 per gallon ($1.12 per litre) by late April, above the record $4.11 set in 2008. Every 1-cent increase in the price of gasoline costs the economy $1.4 billon, analysts say.

Obama said Republicans have one answer to the oil pinch: Drill.

"You know that's not a plan, especially since we're already drilling," Obama said, echoing his remarks earlier in the week. "It's a bumper sticker."

Obama is pushing what he calls an "all-of-the-above" approach to the problem of limited energy resources, meaning an attempt to seek out alternative energy sources while reducing consumption of traditional fuels.

In the Republican address, Texas Sen. Kay Bailey Hutchison blamed the rise in gasoline prices partly on the Obama administration, which she said has blocked some potential new sources of oil and gas.

"We can't slow down global demand for oil and gas, but we can do a lot more here at home to assure that we have the energy we need and to halt skyrocketing costs," she said. "President Obama's policy has resulted in an unprecedented slowdown in new exploration and production of oil and gas."

For all the political claims, economists say there's not much a president of either party can do about gasoline prices. Certainly not in the short term. But it's clear that people are concerned ? a new Associated Press-GfK poll says 7 in 10 Americans find the issue deeply important ? so it's sure to be a political issue through the summer.

FIFA panel calls for more on-field handshakes

ZURICH (AP) -A FIFA expert panel wants players to exchange more handshakes on the field to improve the game's image and sportsmanship.

Franz Beckenbauer, chairman of the Task Force Football 2014, said after a meeting Wednesday that it recommended players should meet opponents in the center circle after matches.

"At full time I think it would be a better image ... when leaving the pitch together and not refusing a handshake," Beckenbauer said. "They should be role models and should behave like role models."

The German great later added that the sport must prevent future incidents such as Liverpool striker Luis Suarez's recent refusal to shake the hand of Manchester United defender Patrice Evra before a match.

"This is the first time I ever saw it myself. I think we simply have to stop it," he said in comments translated from German.

Beckenbauer advised against disciplining players for falling short of FIFA's fair play code, saying the governing body should first remind players and coaches of their responsibilities.

FIFA President Sepp Blatter created the task force to suggest ways of improving the quality and image of football at the next World Cup, after suggesting too many matches lacked excitement at the 2010 event in South Africa.

Blatter became embroiled in a separate furor about handshakes last November, following reports that Chelsea and England defender John Terry had aimed racial insults at an opponent. Terry denies the allegations and will stand trial in July.

Blatter later apologized for suggesting that on-field confrontations should be settled by a handshake after the match.

Beckenbauer said he believed a FIFA campaign promoting fair play would be "more intense during the 2014 (World Cup) in Brazil."

The panel, which includes former playing greats Cafu of Brazil and Kalusha Bwalya, now president of Zambia's football body, gave its advice after watching footage of bad-tempered, high-profile matches.

They included the 2010 World Cup final between the Netherlands and Spain; a Champions League semifinal between Real Madrid and Barcelona last April; and last season's Copa Libertadores final between Santos and Penarol.

Bwalya noted that coaches and substitutes also were criticized for their reactions to events on the field.

"Officials on the bench are to first people to get upset," said Bwalya, whose national team won the African Cup of Nations this month to widespread public acclaim.

Beckenbauer said encouraging handshakes and sportsmanship were "small things that could improve the image of football."

He suggested that teams could leave the field together at halftime and emerge for the second period together, as well as gather in the center circle after the final whistle.

"That is what we used to do when I was at school," Beckenbauer said. "I believe one should leave the pitch the same way one has entered the pitch."

The number of ships seized in the region by Somali pirates fell last year, industry data shows, but the overall number of attempted attacks continues to rise and the raids have become increasingly violent.

Breaking the piracy "business model" and tackling Somalia's onshore problems will be among the aims of a major international conference on Somalia in London on Thursday. But few are optimistic of a solution any time soon, and shippers say they must take matters into their own hands.

Greater use of private armed security guards on ships and a much tougher approach by international navies is beginning to work, some mariners, officials, contractors and military officers say. But others worry they may simply be fuelling a growing arms race, ramping up the conflict and producing a rising human and financial cost.

The unlucky second officer's only offense, he said, was to have demanded the right to have a shower after spending hours working in the tanker's sweltering engine room. By the time Alibasic persuaded the pirates to let him go, the rope was already around his neck.

Seafarers' organizations say the treatment of prisoners has worsened over time. Other sailors have been hung upside down for hours, dumped overboard or even keelhauled ? dragged under the ship from one side to the other on a rope, a traditional punishment of the age of sail barely reported since the 17th or early 18th centuries.

Estimates suggest at least 60 seafarers have died.

Violence of this level has not always been the norm. Britain's Independent newspaper reported in 2008 that Somali pirates often referred to a written manual ? a "pirates' code" ? of rules on how to treat hostages with respect.

Captain Colin Darch of Westward Ho! in Devon, England told the newspaper that pirates attacked his tugboat off the Somali coast and held him and his crew captive for 47 days, treating them well.

Darch said that after the initial attack and their attempted resistance, the pirate leader approached him. "He grinned and held out his hand," Darch said. "It was like we'd just had a good game of squash and I'd lost."

New rules of engagement
When the pirates forced Alibasic to sail back out into the Indian Ocean to rescue some of their stranded colleagues, he found himself on the receiving end of a new set of naval rules of engagement.

On one of his trips, his tanker came under fire from the U.S. Navy.

"I got on the radio and said: "What are you doing? They (the pirates) will kill us all ... They were using us as human shields," he said.

About 25 warships from various nations now patrol the Indian Ocean at any given time.

Some countries ? such as Russia ? have always adopted an aggressive approach when their ships were hijacked, storming them with force and either killing the pirates or leaving them to die in open boats. The United States has also launched special forces missions to rescue its nationals.

Other Western states ? particularly the Europeans who make up the bulk of EU and NATO-led task forces ? were initially more cautious. But even they have started to take a tougher stance, engaging pirate "motherships" and retaking captured vessels.

Many commanders have welcomed the new approach, saying it is behind the slump in successful pirate attacks in the second half of 2011. Only 25 ships were seized in 2011, the European Union Naval Force Somalia says, compared to 47 the previous year.

Pirates now hold six ships and roughly 176 hostages, the EU says, again well down from last year.

But average ransoms continue to rise ? now about $5 million compared to $4 million last year.

Estimates of the cost to the global economy are also up ? one report put it at $7 billion in 2011.

The fastest growing component of that, the US-based Oceans Beyond Piracy report said, was the cost of the rising number of armed private security guards. At the beginning of 2011, they estimated perhaps a quarter of ships carried such guards, rising to an estimated half now.

Shipping companies spent roughly $1 billion on private guards alone in 2011, the report said ? much more than the estimated $160 million earned by the pirates themselves in ransoms.

Are private guards the answer?
Many piracy experts ? including serving naval officers ? believe it was the private guards who made the real difference against piracy in 2011.

But the unregulated industry raises a host of new worries.

A 2011 UN report details one incident, in which naval forces rescued a damaged skiff containing one dead Somali and six survivors, who said two other compatriots had also been killed and had fallen overboard.

Naval observers concluded gunfire had come from illegally held weapons on a ship recently attacked by the skiff, but were unable to provide definitive proof.

"It's very likely people are being killed out in the Indian Ocean by private guards and it's not being reported," says Rory Lamrock, piracy analyst at UK-based risk consultancy AKE.

A former military officer himself, tanker captain Alibasic worries over the moral and legal implications of dispensing lethal force from the deck of a civilian merchant ship.

But he also has a more immediate concern ? will the guards he now carries on his voyages through the region have enough arms and ammunition to fight off the kind of concerted assault he faced last March?

As to solving the wider problem of Somali piracy, he says that is something that will only happen when the world gets seriously involved onshore in the pirate havens of Puntland and elsewhere.

"When we had a war in Croatia, we did not become pirates," he says, referring to the Balkan wars of the 1990s. "The international community and the UN came and things were sorted out in only a few years. That's what needs to happen in Somalia."

Hence all of them so far have opted for plea agreements, under which prosecutors and judges are letting them serve much less time than they would if convicted of drug offenses carrying mandatory minimum sentences:

They faced mandatory minimum sentences of at least five years in prison on some charges, with maximum penalties of 40 years and fines ranging as high as $5 million.

But the sentences handed down so far, all the result of plea agreements that saw some charges dropped, have been considerably shorter, ranging from six months to 18 months.

And in one case where attorneys agreed on sentencing guidelines of 24-30 months for each of three men, a federal judge in Helena halved the minimum, sentencing them instead to a single year. Senior Judge Charles Lovell criticized the guidelines as "excessive," making particular mention of the fact that the three men, who operated businesses in Helena and Great Falls, believed their work to be legal under state law.

(AP) ? Protesters are coming by the thousands to Chicago, armed with smartphones, video cameras and social media links that will allow them to instantly map strategy, share plans and disseminate images of what's happening ? right in front of a police force renowned for responding with tough tactics.

Now a city councilman wants to forbid the Police Department from pulling the plug on all that electronic communication during the G-8 and NATO summits in May, taking away a tactic employed by authorities during a crackdown on democratic protests in Egypt but also in the San Francisco Bay Area during protests there last year.

"We're putting down a marker and saying, this has happened in other places and we don't even want it considered here," said Alderman Ricardo Munoz, who will propose his anti-crackdown ordinance at a Chicago City Council meeting Wednesday.

Munoz said he has no indication that police are contemplating shutting down cellphone use or social media sites. And aides to Mayor Rahm Emanuel and Police Chief Garry McCarthy say the leaders have no plans to put any restrictions on social media or other communications.

But Munoz's determination to take the tactic off the table is an acknowledgement that the front line at mass protests is increasingly technological as officials and protesters search for a balance between security and freedom of speech. It also illustrates a growing nervousness about clashes during the summits in a city that just last week agreed to pay more than $6 million to hundreds of protesters for wrongful arrests by police during a 2003 Iraq War demonstration.

"Chicago has a painful history going back to the Red Squad and 1968," said Munoz, referring to a police intelligence unit that into the 1970s spied on everyone from anti-war activists to the PTA and to the still-vivid footage of police beating protesters during the 1968 Democratic National Convention.

In San Francisco last year, transit officials were roundly criticized after cutting off cellphones in subway stations to disrupt planning for a protest over a transit police shooting. Bay Area Rapid Transit officials defended the action as legal but later passed a policy to allow such a move only in response to extraordinary threats.

BART was the first and only government agency in the U.S. to block electronic communications as a way to quell social unrest, but its ensuing policy was also the only one of its kind, according to Linda Lye, an American Civil Liberties Union attorney.

More infamously, the Egyptian government shut down all Internet access last year after demonstrators used social media to coordinate protests and circulate images of brutality during the government crackdown. The move backfired by intensifying the protests, and the government eventually fell.

"In this day and age, social media is central to the First Amendment," said Andy Thayer, a Chicago activist who is helping plan the NATO/G8 protests. He said the ability to take photographs and video and post them on the Internet as events unfold is crucial for organizing and to alert the public.

Munoz's ordinance, a draft of which he gave to The Associated Press, explicitly prohibits the police from "shutting down mobile tower communications" during the summits, "using confiscated equipment to monitor or block mobile phone and Web access" and selectively blocking access to the Internet and social media sites.

McCarthy told reporters recently that police will not "do anything about the First Amendment except protect it."

But the City Council recently gave Emanuel extraordinary powers to make decisions regarding the summits in certain circumstances. And a spokeswoman for McCarthy would not say definitively that he wouldn't change his mind about needing to block communications in an emergency.

Blocking cellphone and Web access is both exceedingly simple and complicated ? with the physical act of rendering cellphones and other hand-held electronic devices useless being as easy as flipping a switch at a base station of a cellphone tower.

Officials also could use signal jamming devices similar to ones used by the military in war zones.

The legality of such steps isn't always clear, however.

"Under most circumstances they're not allowed to do that, (but) if there is a riot and rioters are burning a building, we don't know whether a temporary shutdown would be constitutional," said Eugene Volokh, a UCLA law professor who specializes in constitutional law and cyber law.

He said things get murky if police tried, for example, to take down a Facebook page where people are exchanging ideas about politics because one person is urging others to throw a Molotov cocktail at a particular building.

But some officers say the city ought not rule out blocking communications if protests get out of hand.

"I'm just concerned about officer safety and citizen safety," said Mike Shields, head of the Chicago Fraternal Order of Police. "... If we have to take this action, if it's within the framework of the Constitution, then we have to consider it."
