Adultery still a punishable crime in Taiwan | The Wild East

In 2010, a Taiwanese woman was caught having an affair after her husband hid a recorder in her car. She and her lover were sentenced to five months in prison. The sentence can also be converted into a fine. Graphic by NMA.

Taiwan?s law against adultery (xing-fa ??), also known as ?Criminal Law Number 239? in the legal code, may seem a strange and archaic animal to some.

To this day adultery is a criminal offense that is punishable by up to one year in prison, with penalties applying to both sexes.

In place since 1935, Taiwan?s Department of Justice defines adultery as ?a married person who has sex with another person.?

?Fornication? is defined in Taiwan as an adulterous sex act, but specifically it must entail sex with someone of the opposite sex; and involve penetration of one?s sex organ into/by another person?s (reproductive) sex organ, exclusively.

To clarify, none of the following is considered an adulterous act: a ?handjob?, ?blowjob? or anal sex; or homosexual sexual activity.

Most of the time, perhaps 70% of it, charging a spouse with adultery is attempted by the wife, as part of a way to secure a more lucrative divorce settlement. Conversely, a man may try to press charges against the wife to try to avoid parting with his personal fortune.

To prove adultery has taken place, however, can be tricky. A woman might hire one of Taiwan?s countless private ?dicks? specializing in this field to follow the husband and take pictures as he leaves ?a love motel?, for example, with his mistress (called xiao san or ?little third?, the third person in the marriage).

The photographic evidence then has to convince the judge in a court of law that adultery indeed has been committed. It?s a criminal case; whereas the divorce proceedings are a civil case, under family law.

If the ?injured? party files charges against the offending spouse, the lover must also be charged. One or both of those charges, though, may also be dropped.

The ROC?s (Taiwan?s) legal system and its adultery law is affected by Antragsdelikt; in criminal law, this is a category of offense which cannot be prosecuted without a complaint by the victim, (in Chinese, gaosu nailun, ????), an influence of German and Japanese legal systems, a legal practice also seen today in Japan and South Korea.

Adultery is a civil not public type of prosecution, and there?s no jury involved; in fact, juries are not part of the Taiwan legal system at all.

In the past, Taiwan?s adultery law has been used as a legal means of exacting revenge. Until the year 2000, someone could sue a spouse for adultery after the divorce had actually taken place. In one case, for example, a woman sued her ex-husband for adultery after the fact.

Some judges began to find this law inappropriate, however, and asked for a panel of judges to preside in order to interpret the law, ultimately changing it.

As international comparison, in China adultery is not considered a crime, but is considered grounds for divorce. (Wikipedia?s ?adultery? entry)

A few related cases on the Department of Justice?s website can be found in Chinesehere.

Weak earnings weigh on FTSE as investors focus on ECB

LONDON (Reuters) - Britain's FTSE edged lower on Tuesday halting a three-day winning streak, as investors awaited central bank meetings later in the week which could bring policy action, while poor results by BP and banks outweighed a strong performance by miners.

At 1045 GMT the FTSE 100 was down 21.09 points, or 0.4 percent, at 5,672.54.

Volume was once again weak, at less than one fifth of its 90-day daily average, with many investors keeping to the sidelines ahead of policy announcements from the European Central Bank and the U.S. Federal Reserve.

ECB President Mario Draghi's pledge last week to do whatever it takes to protect the euro has fuelled expectations the bank will resume buying bonds to ease soaring Spanish and Italian borrowing costs, but such a step is far from certain.

"The market really is in 'wait and see' mode," said Chris Beauchamp, a market analyst at IG Index. "Expectations have been running so high and there is a tinge of nervousness coming in now."

Markets have rallied since Draghi's comments but demand for risk assets seemed to run out of steam early on Tuesday, leaving the FTSE 100 vulnerable to weak earnings reports.

Oil company BP Plc , down 4.4 percent, was the biggest drag on the index after it took a $5 billion charge in the second quarter - more than a typical three months' worth of profits.

The company is struggling under the weight of litigation over the 2010 U.S. Gulf oil spill and a row with its Russian partners.

The British heavyweight took about 14 points off the FTSE, while trading in high volume of over 85 percent of its 90-day daily average, more than four times that of the index.

"BP is clearly a big weight on the market considering that the euro zone is up today. The lack of volume really amplifies the swings of the market," said Brewin Dolphin Securities chief strategist Mike Lenhoff.

Banks <.ftnmx8350>, down 1.5 percent, were the worst performing sector, taking a combined 8.8 points off the FTSE and halting a four-session rally spurred by hopes of fresh central bank policy action. Poor results from European peers UBS and BBVA helped cap momentum in the sector.

    MINERS LEAD

Miners <.ftnmx1770> were the index's best performers, adding 4.5 points on a batch of positive reports.

India-focused Vedanta , up 4.4 percent, led FTSE 100 gainers after it posted a 27 percent rise in first-quarter core earnings, as strong growth in power sales offset the impact of lower metal prices and zinc volumes.

Global miner Xstrata shares rose 1.6 percent, after the miner said it would boost copper production in Australia by 140,000 tonnes over the next five years from a new mine, which will also yield more than a half-million tonnes of iron ore.

Russian precious metals miner Polymetal was up 0.9 percent after it posted a 19 percent year-on-year rise in revenue, at $376 million for the second quarter revenue, boosted by strong gold and silver production.

Simple Ways On How To Efficiently Improve Your House | Fabulous ...

TIP! You don?t have to replace your kitchen cabinets or spend a lot of money to get a fresh look for your kitchen. Just a coat of paint can make things look so different! There are a myriad of different finishes and stains that you can choose to improve your cabinets with.

It seems as if there are lots of things you could do to make your home look better. You may have put off these improvements due to the expense or lack of knowledge. If you have been hesitating, keep reading to get some help.

TIP! Before you attempt to sell your home, you need to ensure that each individual space within the home as a clear purpose. A family room should have appropriate furniture and accessories, as should an office.

Consider the character of your neighborhood when planning home improvement projects. A Victorian-styled home amongst a row of small, cute saltbox cottages stands out, and not in a good way. You have to remember that you?ll likely sell your home in the future, and this will be much easier if it fits in with the neighborhood around it.

TIP! Steer well clear of contractors who promise you big savings in exchange for cash-only payment. This is never a good sign.

Before you replace your kitchen cabinets, determine if simply refinishing them would achieve the same effect, especially since it is so much cheaper to accomplish. A fresh stain or coat of paint, combined with a new style of hardware, can change the overall look and feel of the entire kitchen. You can achieve a modern and sophisticated look at a very modest price.

TIP! Do you want new cabinets? Is money an issue? Consider refacing them. If you are working with a large kitchen, replacing all of your cabinetry can be very costly.

Use varnish and wallpaper to make a cheap, easy back-spash. Buy some wallpaper that pleases you. Use tools to measure the amount of wall space you have and cut the paper just a bit bigger than that. After applying a thin coat of paste, allow it to become tacky in consistency. Using a squeegee, smooth out the wallpaper. Then, trim up the edges with a razor for a clean look. After the wallpaper is dry you can brush on a thin coat of varnish to waterproof the wallpaper you?ve applied to your wall. There you have it; a new back-splash!

TIP! Make sure that any contractor you hire provides you with a detailed written estimate in advance of the project. You should also insist on a timeline and a payment schedule.

Find out if it is possible to get supplies at a discount from home improvement stores and supply companies. Things that have been discontinued may be on clearance, see if there is enough of them to do your remodeling. You should consider sales when you are thinking about how you are going to go about your project.

TIP! Avoid leaving your drapes constantly open if your room is carpeted. If your curtains are always open, you will soon have big, square bleached spots on your carpet.

Expensive artwork is unnecessary when a little imagination will suffice. For example, create your own art with some simple tiles. For example, you can use multicolored tiles to form a pattern or mosaic on a focal wall.

TIP! Finding a roofer that you can trust is important when doing a home improvement on your roof. Before agreeing to anything, it?s best to do a little research to find a good roofing company.

Having fun is very important and it an big part of any type of home improvement project. While there are several times that you need to be careful and serious while working, you still need to enjoy completing it. You may mess up if you aren?t enjoying yourself. If your current home improvement project gives you nothing but frustration, you should think about turning it over to professionals.

TIP! A great tip for any do it yourself home improvement homeowner, is to take some classes at your local home improvement store. Many of these big-box stores offer classes on painting walls, tile installation, and other home improvement topics in an effort to compete for your business.

Make a difference in the quality of life for you and your family by upgrading and beautifying your home. Not every project is going to cost you a great deal. There are many simple projects that can be easily completed and make a huge difference. Whether you have large or small projects in mind, continue to get suggestions and ideas from articles such as this one, and explore ways to add value to your house

RPT-Golf - Scott Piercy takes out Canadian Open

    Mon Jul 30, 2012 3:45am BST

    (Repeats to fix headline)

July 29 (Reuters) - American Scott Piercy has won the Canadian Open by one shot at the Hamilton Golf and Country Club in Ontario on Sunday after countrymen William McGirt and Robert Garrigus missed chances on the final hole to force a playoff.

Piercy won his second PGA Tour title after firing a three-under par 67 in the penultimate group to post 17-under 263, but had to nervously watch as McGirt (69) bogeyed out of a share of the lead and Garrigus (70) left a 14-foot birdie effort short on the 72nd hole to finish at 264.

Josh Teater (66), Bud Cauley (66) and Chris Kirk (68) shared fourth, three off the pace at 266.

Former champion and world number one Vijay Singh joined two others in a tie for seventh at 268.

Piercy started two behind 54-hole leader Garrigus but flew out of the blocks with four consecutive birdies between the second and fifth holes.

But bogeys on the eighth and 14th holes gave McGirt the edge until Piercy made a short chip-in birdie on the 15th and McGirt three-putted the same green to tie things up at the top.

McGirt then pushed his approach on the last into a greenside bunker and couldn't get up and down, while Garrigus, needing birdie, managed a close approach, but left the 14-foot putt inches short.

Piercy now qualifies for the lucrative World Golf Championships-Bridgestone Invitational in Akron, Ohio, next week forcing him to miss out on defending his Reno-Tahoe Open title from 2011.

"?I am so excited. Reno last year was definitely a platform for me to showcase how good I could really be and if that's any sign to how this year has been I've got some big things coming up," the 33-year-old Piercy said.

?"You just have to believe in yourself. Half the battle is being confident in yourself. Just knowing you can get there. If you keep working hard, good things will come."

McGirt was left to rue letting a maiden title slip but still secured enough points to qualify for the upcoming playoff series and also his PGA Tour card for 2013.

?"It was a struggle to get the butterflies to fly in formation, let's put it that way," he said.

?"I have never been in this situation before. But to have the chance to win a golf tournament, to have the chance to get in a playoff, it was something new to me but it was an absolute blast. I just kind of hit the worst putt of the week on the last hole."

Graham DeLaet secured low Canadian honors at 278, 15 shots off the pace.

Will the UN reverse its ivory ban?

Delegates overseeing a worldwide endangered species treaty have adopted a plan to allow ivory to be legally traded on the global market.

Delegates overseeing a 175-nation endangered species treaty adopted measures Friday intended to curb smuggling of elephant ivory and rhino horn, including a new plan to eventually allow ivory to be legally traded again in global markets.

The plan for allowing ivory to be traded legally for the first time in more than two decades will be fine-tuned and presented again in October, then considered for final approval next March in Bangkok. It was among the most hotly debated items at a weeklong meeting of the Convention on International Trade in Endangered Species of Wild Fauna and Flora, known as CITES, that ended Friday.

Some 300 delegates in Geneva agreed by consensus to a series of measures and sanctions on trade in endangered species. The ivory plan envisions a resumption in trading only from existing stocks gathered from elephants that have died as a result of natural causes.

A global ban on ivory trading took effect in 1989 to curb elephant poaching in Africa, but in the past decade the problem grew again with rising Asian demand for ivory chopsticks, statues and jewelry.

The long-running global debate over elephants has focused on the benefits of raising revenue from legal ivory sales that could be used to pay for conservation measures and ways of protecting local communities that live in close proximity to large and sometimes dangerous animals.

Proponents also have argued that legalizing the trade could dampen prices and, therefore, demand for ivory on the black market, but some conservation groups have said they remain skeptical that it will work and that in fact sales could only increase poaching. No culling or poaching would be authorized under the plan.

Much of the focus was on how to strengthen enforcement while also dampening consumer demand. Delegates agreed that effected nations must do more to control their markets and combat international ivory smuggling.

"You may say that there has been a sort of polarization here (over ivory) ? will you ban it totally, or will you allow something and if you allow something, you may also encourage smuggling," said Oystein Storkersen, the head of nature management in Norway who chairs one of CITES' main committees, told reporters. "As long as there is strong demand in the consumer countries, we probably will see people willing to risk going for ivory in the source countries."

Delegates also agreed to require that Vietnam, one of the biggest consumers of rhino horn, report back by September on how it is cracking down and to verify that rhino hunting trophies are taken for non-commercial reasons.

In parts of Asia, such as Vietnam, rhino horn can fetch the equivalent of U.S. street values for cocaine. It is crushed and consumed by people who believe it can cure diseases including cancer, fever and even hangovers, but doctors generally dispute that.

Delegates suspended trade in five reptiles ? the African chameleon in Niger, Fea's chameleon in Equatorial Guinea, the girdled lizard in Mozambique, and the yellow-headed temple turtle and orange-headed temple turtle in Laos ? and one African tree, teak, in Ivory Coast.

Delegates also decided to monitor crocodiles in Colombia, birds from the Solomon Islands, and a dozen other captive-breeding and ranching operations around the world.

But they agreed to lift previous suspensions and allow sustainable trade to resume for African teak and cherry in Congo, and for African grey parrots in Cameroon.

Drought kills fish, waterfowl threatened too

The drought and extreme heat wreaking havoc across the U.S. farm belt is killing fish by the thousands in lakes and rivers and could pose a problem to migrating ducks and other waterfowl if it stretches into the fall, officials said.

Authorities are tallying up the losses which could run into the millions of dollar as the worst drought in 56 years expands, devastating the corn and soybean crops and forcing ranchers to cull their herds due to scorched pasture.

"Nationwide we are talking tens of millions to hundreds of millions (of dollars in losses). It just depends upon how long it lasts and how widespread it becomes," said fisheries biologist Dan Stephenson of the Illinois Department of Natural Resources.

"If this drought persists into fall, when the duck and other waterfowl pass through on their way south, there could be a larger problem," Stephenson told Reuters.

In Iowa, losses were estimated at $10.1 million after 37,000 fish were found dead along a 42-mile stretch of the Des Moines River from the dam in Eldon to the Farmington Bridge in the northeast of the state.

"Temperatures were extremely high ... I mean 97 degrees (Fahrenheit; 36 Celsius) is essentially unheard of on this stretch of the river and it's certainly higher than anything I've ever seen," says fisheries biologist Mark Flammang of the Iowa Department of Natural Resources.

Flammang said the majority of fish killed in Iowa were shovelnose sturgeon, with a value of $116.20 per pound, based on guidelines from the American Fisheries Society.

After one of the mildest winters on record, the weather turned dry and temperatures began soaring into the triple-digit degrees Fahrenheit in the Midwest, which grows 75 percent of the country's corn and soybean crops.

Excessive heat arrived early for the game fishing industry, in June rather than the usual August to September. When June's record high temperatures burned through the Midwest, it was too late for the fishing industry to fix the problem.

"We install large pond and lake aeration systems to keep the water moving and oxygenated during stressful times, however the dilemma here is that these systems need to be installed in spring to start circulating water before the heat arrives," Nate Herman, owner of Herman Brothers Lake and Land Management Company in Peoria, Illinois, said. "Cooler water at the bottom needs to be mixed slowly before summer or you kill your fish yourself."

Fish are particularly susceptible to even subtle changes in their environments. Oxygen levels usually fluctuate during the day and night depending on temperature and other factors.

But the hot weather heated some waterways to between 85 and 90 degrees, forcing oxygen levels in the water down to a degree that caused fish to suffocate.

"The warmer the water, the less oxygen it can hold," said Herman.

Five parts per million of oxygen found in water is conducive to fish, three parts per million stresses them, and at two parts per million or less they start to die, he said.

The drought hit cool-water species of fish like black crappie, northern pike and walleye disproportionately harder as they are not accustomed to warm conditions.

Jealousy In Relationships - Pick Up Women - Cyrus Bond17's blog

Pick up lines, A diplomatic custom to attract a statuesque girl is to impress her to appeal to you

Is jealousy a sin? Between women and men, who do you really think are more jealous in a relationship? According to me, jealousy is a relationship disorder. Actually it?s a deadly monster which has messed up many relationships. Do you agree with me that this is a deadly monster which has

    ruined many relationships?

A couple of months back, Jack came to me. He was afraid that his spouse was having an affair with another man. According to Jack they had been having issues in their love relationship. Due to these issues, his wife decided to spend more and more time outside their home, definitely with pals as a way of avoiding more problems with Jack.

Jack did not believe that all the time she was out was spent with her friends. This made Jack to be calling her now and then to inquire if she was still with her friends and exactly where they were. On occasions Jack would cruise around to confirm the truth if she was actually with her friends.

As soon as his wife Janet came back home, Jack would give a relentless grilling. Since Janet knew that she wasn?t cheating on him, she would shut him with the truth where she had been all of the time. These occurrences continued for sometime but it reached to a point where their communication dried up. A relationship without communication is as well as dead; therefore Jack?s relationship with Janet seemed to be over.

Since then, Jack seemed to be dreadful, sad and had signs of an individual suffering from some kind of stress. He no longer took care of himself and did not hang out with pals. This made his friends to wonder what was happening to him.

It is being jealous of his wife that made him look this way. Jealousy was driving them away from one another. Jack lacked the trust for his wife and this did not only insult his spouse but it also eroded anything good they ever had together.

Now Jack desperately wants to get rid of this bad habit of being jealous. He is very much willing to reconcile with Janet and to trust her always. He has learned his lesson on how to build a healthy relationship with his wife. He never thought that maybe his wife was trying to find out how to plan a surprise birthday party.

Today I assure you that no love relationship will last if a partner(s) is jealous. If you are jealous in your relationship, then you?ll stand to lose your dignity, destroy your self-esteem and of all drive your girlfriend or boyfriend away from you.

Nothing kills a marriage or ruins a relationship quicker than jealousy between partners. This monster literally creates anger, fear, hatred, anger, unnecessary anxiety and loneliness between partners.

To be honest, nobody wants to be in relationship with somebody who is jealous. Therefore, how do you avoid being jealous in your relationship? Below are some tips.

1.) Always talk with your partner. Why am I even telling you this? You see when communication breaks down between partners it means that something has changed. Your partner will start to get anxious. He/she may tend to think that you are hiding something. This leads to mistrust and at last jealousy will find room in your relationship.

2.) In your relationship you should not feel insecure. Partners who feel insecure eventually become jealous. Stop those misleading feelings of fears and paranoia.

3.) You should always trust your partner in order to get rid of jealousy or to avoid it in your relationship.

AP NewsBreak: CNN chief Jim Walton calls it quits

NEW YORK (AP) ? CNN chief Jim Walton said Friday he is quitting, saying the company needs new leadership at a time its flagship U.S. network is suffering through some of its poorest ratings ever.

Walton built the company into a profitable international news organization in his 10 years as president of CNN Worldwide, and said it is on track for record profits this year. But the U.S. network is the most visible part of the business and is now entrenched in third place behind rivals Fox News Channel and MSNBC in prime time.

He announced the decision in an email to staff members on Friday. He said he'll continue working until the end of the year during the company's search for a successor.

Walton said he's been talking to his boss, Turner Broadcasting Chairman Phil Kent, about leaving since the first few months of the year. CNN is owned by Time Warner.

"There's always pressure," he said. "I've been doing this a long time and CNN has had its ups and downs, like all companies have had ups and downs. I feel really strongly about a number of parts of this company. We're having a really strong year internationally and in mobile. It's clear there's a lot of spotlight on CNN's U.S. performance and it's reasonable that there is that spotlight."

CNN's U.S. network had its worst-ever ratings for a second quarter, down 40 percent for some of its prime-time shows. The decline was particularly notable in May, when CNN faced tough competition from broadcast networks during a slow news period and its ratings were compared to a year earlier, in the aftermath of the Osama bin Laden killing.

It hasn't improved appreciably since then, with veteran newsman Wolf Blitzer often losing in the ratings to broadcast novice Al Sharpton on MSNBC. Piers Morgan's show has been a bright spot this month.

The network was also embarrassed by initially reporting incorrectly the U.S. Supreme Court's decision on President Obama's health care law, then taking longer to correct itself than Fox, which made a similar error.

CNN's ratings traditionally fluctuate based on the intensity of the news. Fox and MSNBC have insulated themselves from that problem somewhat through its partisan prime-time hosts. Walton has resisted this approach, believing CNN's strength lies in being a nonpartisan news source and the company's reputation would be damaged worldwide if the U.S. network changed.

Walton said he doesn't expect that to change after he leaves.

"We kind of know who we are and our corporate colleagues know who we are and there has always been great support internally that we're going to be a news organization," he said.

At CNN, "we want to be accurate above all else, we want to be timely ? first if possible ? we want to actually go to where the news is, not just subscribe to some agency's news feed and talk about it. We want to report the news from multiple sides, all sides, and without bias."

Walton, 54, began working at CNN in 1981 shortly after it started. His first job involved ripping paper scripts off wire machines and operating the TelePrompter for news anchors.

Jeff Bewkes, Time Warner chairman and CEO, said Walton took over an underperforming company in 2003 and tripled earnings, delivering an annual growth of 15 percent. Roughly half of the company's earnings come through subscription fees from cable and satellite companies, and they have been growing steadily worldwide.

"Jim has been instrumental in growing the business into the financial powerhouse it has become, while establishing the brand as the worldwide leader for television news," Bewkes said. "I respect him personally and professionally and support the decision he and Phil Kent have reached."

Kent said Walton has a track record of great judgment when it matters most. He "challenged the organization to think bigger, reach further, do better," he said.

"I think this company needs some new thinking," Walton said. "I've been doing this job I'm in now for 10 years and I'm ready for a change."

Floor Covering Upkeep Guide: Five Useful Tips in Maintaining ...

Hardwood floors coverings stir up class and grace to any sort of house. They're also durable, which causes them to be an efficient investment for any person. Hardwood flooring are also thought of as the sturdiest floor covering product among others, so it's genuinely a good investment for homeowners. Also, they also make the home a safe abode for households to occupy as they do not bring any kind of toxins or irritants found in most artificial floors coverings. If you would like yours to last for decades, you should properly maintain them. Right here's precisely how you can make that happen:

Sweep and Mop On a Regular basis

Over time, hardwood flooring collects filth, sand, and grit which could possibly ruin the surface of your flooring as they function as a sandpaper, marking away the protective layers and coating of your floor. In this situation, it's a good idea to sweep routinely using a microfiber dusting pad to get rid of unwanted muck. Placing a rug by the front door for people to clean their feet or footwear just before entering your home is also a good routine to keep hardwood away from these possibly damaging bits.

    Wipe Spills Instantly

Practically, every flooring product-- if you inadvertently spilled something on it and refuse to wipe it instantaneously-- can have its surface ruined entirely. Hardwood floors coverings are no exception to this, that's the reason it's always ideal to wipe water or other spills promptly to protect against permanent staining as well as wreckage.

    Prevent Using Harsh Cleaning Solutions

Keep clear of oil detergents and other potent cleaning solutions as they could induce your hardwood flooring to completely stain. Using these materials could also produce problems when it's time for you to apply maintenance wax or protective layer on the flooring. Opt for cleaners with neutral pH, those that are exclusively created for hardwood floors, to sustain their polish and elegant style.

    Avoid Dragging Furnishings

If you're re-positioning your furnishings in your living room, try hauling up items instead of pulling them as doing this can scrape and dent the surface of your hardwood Tampa property owners also have. You would not want to permanently ruin your flooring investment, would you? Ensure that you place felt under home furniture legs and drag them throughout your chosen location or better yet, lift furnishings if you can.

    Shield Hardwood from the Sun

Intense exposure of Tampa hardwood flooring to UV radiation can easily induce it to decline and discolor overtime. To avoid this, make sure to set up drapes, blinds, or sheer drapes on your windows or other entry ways to safeguard it from the severe sunshine and preserve its aesthetic value. Go to wfca.org/Pages/How-To-Clean-Hardwood-Floors.aspx for more details.

Valassis 2Q down on charges but 2012 view strong

LIVONIA, Mich. (AP) ? Shares of Valassis Communications Inc. jumped 10 percent Thursday after the advertising services company reported net income fell 28 percent because of restructuring costs, but offered an annual earnings projection above expectations.

CEO Rob Mason said that during the quarter the company invested in its digital media arm by buying Brand.net and exited its solo direct mail and newspaper sampling business to focus on its core businesses.

Valassis is shifting its traditional business of coupons distributed as newspaper inserts toward an increasing focus on digital coupons and other marketing as more people turn online for coupons.

Net income fell to $21.7 million or 51 cents per share. That compares with $30.3 million, or 60 cents per share last year. Excluding restructuring charges, net income totaled 76 cents per share, a penny short of analyst expectations of 77 cents per share, according to FactSet.

Revenue fell 4 percent to $540.2 million from $565.3 million a year ago. Analysts expected revenue of $546.9 million.

Valassis said it now expects net income of $2.86 for the year, excluding restructuring and other costs. That's below its prior $3.07 forecast, but still above analyst expectations for $2.74 per share.

The stock had been up 3 percent since the beginning of the year. On Thursday shares rose $2.01, or 10.2 percent, to close at $21.75.

KKR defies market with sterling second-quarter earnings

(Reuters) - KKR & Co LP bucked a declining trend among alternative asset companies to report a sterling 73.4-percent jump in quarterly earnings on Friday, driven by successful exits from private equity investments and a rise in the value of its portfolio.

Fears over the euro zone's debt crisis and faltering global economic growth have weighed on the valuation of private equity portfolios of firms such as Blackstone Group LP and Carlyle Group LP , often mirroring stock market declines. KKR's portfolio has proved more resilient.

KKR's private equity portfolio appreciated 5.1 percent in the second quarter, while Blackstone's portfolio lost 4.2 percent of its value and Carlyle's portfolio depreciated 2 percent.

"Against a challenging economic and capital markets backdrop, we are pleased with our results," KKR co-founders and co-chief executives, Henry Kravis and George Roberts, said in a statement.

A major driver of KKR's gains was Walgreen Co's investment in pharmacy group Alliance Boots GmbH. The biggest U.S. drug store chain said last month it would pay $6.7 billion for a 45 percent stake in the KKR portfolio company.

Although KKR has yet to book the money to be paid by Walgreens, the deal resulted in a huge mark-up of Alliance Boots in its portfolio, with the company's value on its balance sheet jumping from $391.7 million as of the end of March to $650.6 million as of the end of June.

KKR said second-quarter economic net income (ENI), a measure of profitability taking into account the mark-to-market valuation of its assets, rose to $546.1 million in the second quarter from $315 million a year ago.

This significantly exceeded analysts' expectations. After-tax ENI per adjusted unit was 74 cents, compared with the average forecast of analysts polled by Reuters of 16 cents.

Gains came mostly from investment income, originating from balance sheet investments, rather than its funds. KKR does not distribute investment income to public shareholders, so distributed earnings were up only 1 percent to $104.5 million.

The second-quarter distribution per common unit was 13 cents, compared with 11 cents a year ago.

KKR, whose investments include retailer Toys R US Inc, Internet domain registration company Go Daddy Group Inc and hospital operator HCA Holdings Inc , said assets under management dropped to $61.5 billion at the end of June from $62.3 billion at the end of March due to payouts to investors.

KKR was founded in 1976 by Kravis, Roberts and Jerome Kohlberg. The firm gained fame through its $25 billion leveraged buyout of RJR Nabisco in 1988, a battle that was immortalized in the 1990 bestseller, "Barbarians at the Gate."

While private equity still accounts for most of KKR's assets under management, the firm has been diversifying into credit and hedge funds and last month announced the acquisition of Prisma Capital Partners LP, a hedge fund of funds manager with $7.8 billion of assets under management as of April 1.

On Friday, KKR said it would start a new capital markets business in joint venture with Stone Point Capital LLC will target middle-market and private equity-backed companies as well as make principal investments.

    London's coolest new attractions

    Transport for London

London's urban cable cars passes over the Thames River, offering views of East London, Greenwich and Canary Wharf. They can carry 2,500 passengers an hour in 34 cabins that travel at an altitude of 300 feet.

By Farhad Heydari, Travel + Leisure

Emirates recently held a test flight over London, but it didn?t involve any planes. The Dubai-based airline is the primary sponsor of a new cable-car service suspended high across the Thames and capable of carrying 2,500 passengers.

Slideshow: See London's coolest new attractions

As Western Europe?s most populated and dynamic city, the British capital isn?t short on diversions. London?s intoxicating world beat plays out across cobbled alleyways, leafy parks and gilded avenues oozing with history. And the Thames already has its iconic landmarks, from Tower Bridge to the London Eye Ferris wheel.

But the city isn?t resting on its laurels. London, which just celebrated the Queen?s Diamond Jubilee with great pomp, is already on to the next big things: new arts venues, parks, and thrill rides like the Emirates Air Line cable car. Even locals are taking notice. These cool attractions are all in the process of being unveiled as London welcomes the world for the Games of the XXX Olympiad.?

Many sights are naturally in East London in proximity to the Olympics or make up part of the Games complex itself. Olympic Park, for starters, spreads over 247 acres of parkland in a feat of bioengineering that includes wildlife habitats, a riverside promenade and trees planted as a hedge against climate change ? proof that there?s literally room to grow in this chaotic city. Man-made attractions within the park will also vie for your attention, notably the ArcelorMittal Orbit, a twisting steel tower with a viewing platform.

But not all the buzzed-about attractions are in East London. Near Tower Bridge, in a development called More London, Renzo Piano?s 1,016-foot-high Shard skyscraper has taken shape and set a record as Western Europe?s tallest building. And about a mile to the west, just past the Globe Theatre, the first expansion phase of the Tate Modern ? which receives more than 5 million annual visitors ? is well under way. Architects Herzog & de Meuron?s addition is a striking latticework brick edifice with two former oil tanks repurposed as performance and exhibition space.

While 2012 is a seminal year for London, the new and improved Tate Modern, like the rest of these attractions, will keep the party going for visitors long after the Olympic Games? closing ceremonies.

Protest over California shooting turns violent, 24 arrested

ANAHEIM, California (Reuters) - Police in the southern Californian city of Anaheim made 24 arrests overnight when violence broke out at a protest by more than 600 people over the police shooting of an apparently unarmed man.

A half-dozen storefronts were smashed in a working-class neighborhood surrounding City Hall in what was the second major clash between police and demonstrators since an officer shot dead a suspected gang member in Anaheim on Saturday afternoon.

Dozens of officers wielding night sticks faced off against the demonstrators, who at one point threw water bottles and rocks towards the police line.

Some protesters threw patio chairs through the windows of a Starbucks, according to a Reuters witness. At least five other businesses had windows smashed.

Twenty adults and four juveniles were arrested on Tuesday night and Wednesday morning, Anaheim Police Sergeant Mike Bustamante said.

Officers toting shotguns stood guard in front of the storefronts after the violence.

One person was injured and taken to hospital, Anaheim Police Sergeant Bob Dunn said. Information on the person's condition was not immediately available.

The mayor of Anaheim, Tom Tait, called on Monday for a state and federal review of the shooting of suspected gang member Manuel Diaz. Diaz was the fifth person to die in Anaheim in a shooting involving police this year.

In another incident late on Sunday, Anaheim officers tried to stop a car and killed a man who they said fled and opened fire on them during a foot chase.

Dunn said the Diaz shooting occurred after two officers tried to approach three men in an alley. The men fled but officers caught up with one suspect who was shot by an officer. Diaz was found not to have been carrying a gun, police said.

Police fired pepper pellets at angry residents near the scene of the shooting on Saturday. (Reporting by Joseph O'Leary; Editing by Barbara Goldberg and David Brunnstrom)

Senate ready for symbolic showdown on tax cuts

WASHINGTON (AP) ? Senate leaders moved toward a showdown Wednesday with votes on rival Democratic and Republican plans for extending broad tax cuts that will otherwise expire in January.

In an announcement that seemed to surprise Democrats, Senate Minority Leader Mitch McConnell, R-Ky., said on the Senate floor that he was accepting a Democratic offer to hold back-to-back roll calls on both parties' bills, with each measure requiring just a simple majority for passage.

The new plan puts pressure on Democrats to avoid an embarrassing defeat of their own tax cut plan, which closely resembles proposals by President Barack Obama to extend tax cuts for all but the nation's highest earners. Republicans want the top earners to keep their tax cuts, too.

It also raises the stakes for some Democratic senators in close re-election races. The Democratic measure includes items like a sharply higher tax on inherited estates, which could be an issue in states with a high cost of living or with many farms and ranches.

"A vote for the Democrat plan is a vote to put these farms and ranches out of business," McConnell said.

Until now, the Senate had planned to vote only on the Democratic bill under rules requiring 60 votes to allow debate to proceed. Democrats would not be able to reach that number, but it is often easier for wavering lawmakers to vote for such a procedural motion than it is to vote for a bill on final passage.

"The only way to force people to take a stand is to make sure that today's votes truly count," McConnell said, adding, "Nobody on the other side can hide behind a procedural vote while leaving their views on the actual bill itself a mystery to the people who sent them here."

Even so, Senate Majority Leader Harry Reid, D-Nev., expressed confidence.

"Our bill has the support of President Obama, has the support of the Democratic caucus, it has the support of the American people," he said.

In a statement, the White House restated its backing for the plan.

"All sides agree on the need to extend the tax cuts for the middle class," it said. "This legislation reflects that consensus, and should not be held hostage while debating the merits of another tax cut for the wealthy."

Democrats have little margin for error. There are 51 Democrats and two independents who usually vote with them.

Sen. Joseph Lieberman, I-Conn., said Wednesday that he will vote against the Democratic bill because he thinks lawmakers should instead be trying to reduce the deficit. Sen. Jim Webb, D-Va., seemed to indicate that he would vote "no" as well, saying he would not vote to increase any taxes on earned income such as salaries.

Vice President Joe Biden was available and could be brought to the Senate to cast a tie-breaking vote if needed, White House and congressional officials said.

Even if the Democratic bill is approved, its significance remains no more than a political statement because it has no chance of surviving in the Republican-run House.

There are 47 Republicans in the Senate, and their measure seems certain to fail. The $405 billion GOP measure would continue tax cuts for everyone next year, including the highest earners.

The $250 billion Democratic bill would continue tax cuts through 2013 for everyone but individuals who earn at least $200,000 yearly and couples making $250,000.

Those taxpayers would face top rates of 36 percent and 39.6 percent, respectively, instead of today's 33 percent and 35 percent. That would mean higher taxes for 2.5 million households, or 2 percent of all 140.5 million tax returns, according to 2009 data from the Internal Revenue Service.

Democrats say levies on the wealthy should rise because all income groups should contribute to deficit reduction. Republicans say those tax increases would burden the owners of many companies, leaving them less money to create jobs.

The Democratic bill also would let the top estate tax rate grow to 55 percent next year, with only the first $1 million in an estate's value exempted.

Republicans would renew today's milder 35 percent top rate, exempting the first $5.12 million. Congress' nonpartisan Joint Committee on Taxation says the lower Democratic threshold would affect the owners of 55,200 estates whose existing rates are projected to expire next year ? a tiny percentage of Americans, but far more than the 3,600 who would be exposed under the GOP's terms.

Democrats would impose top tax rates next year of 20 percent on dividends and capital gains, two sources of income enjoyed disproportionately by the wealthy. The GOP top rate would be 15 percent.

The GOP bill ignores some tax breaks for low- and middle-income families that Democrats want to extend for college costs; large, some low-income couples and large working families; and for families with children.

All were part of Obama's 2009 stimulus bill, which Democrats say were meant to be permanent but Republicans say were only a short-term response to the recession.

House Speaker John Boehner, R-Ohio, was ready to push legislation through his chamber next week that closely mirrors the Senate GOP measure. Republicans there introduced their bill on Tuesday, accompanied by another measure designed to speed work next year on legislation overhauling the entire tax code.

Coffee May Cut Your Risk for Common Form of Skin Cancer ...

    By Barbara Bronson Gray
    HealthDay Reporter

    ?

MONDAY, July 2 (HealthDay News) ? Yet another report points to the possible health benefits of caffeine, whether it comes in coffee, tea, cola or even chocolate.

A study published July 1 in the journal Cancer Research suggests that drinking caffeinated coffee could lower the chances of developing basal cell carcinoma, the most common form of skin cancer. The study also found that caffeinated tea, cola and chocolate also appears to reduce risk.

Women in the study who drank more than three cups of caffeinated coffee per day were 21 percent less likely to develop the disease than women who drank less than one cup per month. Among men, the risk reduction was 10 percent.

?It?s the caffeine that?s most likely responsible for the beneficial effect,? said study co-author Jiali Han, an associate professor at Brigham and Women?s Hospital and Harvard Medical School, in Boston. ?Caffeine inhibits tumor progression. We saw the effect in mice and thought we should do this research to see if it applies to humans, too.?

Han said that it?s likely that the more you drink, the lower the risk of basal cell cancer. But he?s cautious about recommending coffee for everyone. ?I?m not going to say we need to promote coffee based on this research, but this is just one more addition to the list of ways coffee has been associated with positive health benefits,? he said.

The new research adds to a range of recent studies that have shown that coffee may protect against some illnesses, including type 2 diabetes, heart failure, Parkinson?s disease, liver cancer and cirrhosis of the liver, and that it might improve exercise performance.

Basal cell skin cancer begins in the outer layer of skin and is usually found on areas of the body exposed to the sun. According to the U.S. National Cancer Institute, about 2 million people a year are treated for basal cell carcinoma, which rarely spreads to other parts of the body.

The researchers found caffeine intake did not reduce the risk of squamous cell carcinoma or melanoma, other forms of skin cancer.

The authors analyzed more than 20 years of data from the Nurses? Health Study, a large and long-running study designed to track women?s health, and the Health Professionals Follow-up Study, a similar project that involved men. More than 112,000 people were included in the analysis.

While the study uncovered an association between greater caffeine consumption and reduced risk of basal cell cancer, it did not prove a cause-and-effect relationship.

Some experts urged caution about the new study. Rob van Dam, an associate professor in the Saw Swee Hock School of Public Health at National University of Singapore, said that while the study is exciting, the contrast in risk between coffee drinkers and non-drinkers was relatively small.

Van Dam said the potential benefit from caffeine may not be as valuable as other known prevention strategies. ?We have very obvious ways to decrease your risk of basal cell carcinoma, methods that have been proven to be effective,? he said.

Dr. Albert Lefkovits, an associate clinical professor of dermatology at Mount Sinai School of Medicine in New York City, noted that coffee can vary greatly in its caffeine content, depending on the size of the cup and the strength of the brew. He said he also hasn?t seen a correlation between coffee drinking and reduced risk of skin cancer in his practice. ?I have many patients with multiple basal cell cancer lesions who drink a lot of coffee,? he noted.

Lefkovits doesn?t want people to think coffee is the new sunscreen. ?If you want to drink coffee, go ahead,? he said. ?But it doesn?t permit you to neglect using a complete sun protection regimen that includes seeking shade, covering up with sun-protective clothing, including wide-brimmed hats and UV-blocking sunglasses, and wearing broad spectrum sunscreen every day.?

News and Society -Crime News Blog: Keeping Inmates And The ...

    ByAndrew Keel

Most people tend to think of jail as a place that criminals are put so that society as a whole will be safe. We want to think that every person who is put in the county jail is guilty of some kind of crime. What so many of us lose sight of is that when you have a large number of people living in cramped quarters, there are bound to be problems. Since the average county jail is currently over crowded or near its capacity to house prisoners, more and more concerns about inmate safety are being raised.

One of the reasons that some people are becoming more vocal about the subject of county jail safety is because some of the inmates have serious mental illnesses. Some of the inmates in the county jail could suffer from psychosis, schizophrenia, bipolar, as well as minor cognitive disabilities. Not only are people concerned about what will happen to the individuals who are suffering from the metal illnesses when they are placed in custody, but there is serious concern about how having these individuals in the jail could compromise the safety other individuals that are in full control of their mental state.

The truth is that in some situations it might actually be better for everyone if individuals who are struggling with illnesses like schizophrenia and bipolar to be placed in a state prison that has better funding resources and adequately trained professionals. The average county jail simply doesn't have the space or the man power to give these inmates the care and attention that they need. The larger prisons have psychologists who can regularly see the prisoners and gauge their state of mind. There will also be guards who are going to be specifically educated to keep an eye on the prisoners and proactively handle situations before they have a chance to get out of hand.

If someone you know has a mental illness and has recently been incarcerated in the county jail, it is going to be up to you to keep an eye on them. Inmate locators will make it possible for you to gather all of the information you need about where they are, their arrest, bail, and what their visitation schedule is going to be. Once you have confirmed the location of the county jail where they're incarcerated, you need to contact the jail and alert them to the situation including treatment plans, medications and, and the names of any healthcare providers that can be contacted to procure copies of medical records. The sooner everyone knows about the inmates mental issues, the sooner they can take the steps to make sure that everyone is safe.

Another way to support an inmate is simply by staying in touch. If you find it stressful to write a letter and mail it by hand, you can email an inmate from the web or your smartphone.
